PHASE TWO OF THE GOVTECH PROGRAM – Selection of Solutions for Public Sector Challenges
After the most relevant public sector challenges are selected in the first phase, a final List of Challenges is established. In the second phase of the program, innovative solutions are sought for these challenges through a public call aimed at startups, technology companies, and other innovative entities, inviting them to submit their proposed solutions for specific public sector challenges.
Solution Submission Process
- Public Call for Solutions
The Innovation Fund launches a public call inviting startups, innovative technology companies, and other innovative entities to propose solutions for the challenges submitted by public sector institutions in the first phase.
- Evaluation and Selection
Applications are evaluated by the Fund’s Expert Commission based on clearly defined criteria. Selected teams receive financial support from the Fund and the opportunity to test their ideas in a real-world environment.
- Development and Implementation
Development activities may include prototyping, piloting, testing and validating new products, processes, or services, as well as adapting existing ones to the needs of public sector beneficiaries. The primary goal is to achieve significant improvements in the functioning of the public sector.
The minimum expected outcome is a pilot/prototype/minimum viable product (MVP) delivered upon completion of the development activities, representing a functional, applicable solution to the challenge of the public sector institution.
Successful Examples from the Previous GovTech Program Cycle
In the first, pilot cycle of the program, several solutions were implemented that demonstrated how innovation can improve the public sector.
Thanks to the GovTech Program, local governments tested tools for better management of municipal services, healthcare institutions received digital platforms for more efficient communication with patients, and public enterprises tried intelligent systems based on artificial intelligence and sensors for resource monitoring.
These examples show that cooperation between the public and private sectors through the GovTech Program leads to concrete results: better services for citizens, more efficient administration, and new business opportunities for startups and innovative companies.
A detailed overview of solutions for public sector challenges funded in the first cycle of the GovTech Program can be found at the link.
The public call is open from 20 November 2025 until 12 January 2026 at 12:00 PM.
