Innovations in the Service of the Public Sector
To encourage the public sector to adopt innovative technological solutions in its operations and service delivery, the Innovation Fund is implementing the GovTech Program.
The goal of this program is to accelerate the digital transformation of the public sector and open the door to the application of disruptive technologies such as artificial intelligence, blockchain, Internet of Things (IoT), sensors, virtual and augmented reality, the metaverse, 3D printing, robotics, robotic process automation (RPA), drones, and many other solutions that bring new opportunities for modernizing public administration.
The GovTech Program supports the application of technologies in key areas such as:

healthcare, education, and social protection

transport and mobility, smart cities, agriculture and water management

energy and environmental protection

finance, judiciary, security, tourism, and culture

improving internal processes within public administration, as well as strengthening inclusion and accessibility.
Through this program, public institutions gain the opportunity to improve the quality and availability of their services, reduce costs, and increase efficiency, while startups and innovative companies are given the chance to develop and test their solutions in real-world conditions.
After the successful completion of the first, pilot cycle of the GovTech Program, the second cycle will be implemented in two phases:
Phase 1: With the support of a broad network of partners (UNDP, GIZ, science and technology parks, regional innovation startup centers, the Standing Conference of Towns and Municipalities), the Fund collects applications from public sector entities nominating their challenges—problems they face for which no adequate solution currently exists on the market. Based on clearly defined criteria, the Fund’s commission will select challenges for which innovative solutions will be sought in the next phase.
Phase 2: Innovative companies and teams will be invited to submit applications with clearly defined solutions for the selected public sector challenges. In the ideal scenario, applicants awarded funding under this program are expected to develop a prototype, conduct a pilot, or deliver a final product or service that the selected public sector entity will implement.
