AI Voucher

The AI Voucher Scheme is a simple, rapid, and low-administrative-burden support mechanism designed to help Serbian micro, small and medium-sized enterprises (MSMEs) integrate and expand the use of Artificial Intelligence (AI) in their business operations. The Scheme supports companies that have already adopted, or plan to adopt, AI solutions by reducing the operational costs associated with AI tools, cloud services, certifications, cybersecurity services, and related technologies.

The objective of the Scheme is to accelerate AI adoption by Serbian enterprises, strengthen their competitiveness and productivity, and promote the responsible use of AI technologies.

AI Voucher

The AI Voucher provides 100% grant financing (excluding VAT) ranging from RSD 600,000 (approximately EUR 5,000) up to a cumulative maximum of RSD 3,600,000 (approximately EUR 30,000) per beneficiary. Each voucher may finance only one eligible AI-related activity and may include only one vendor/service provider. Activities financed under an individual voucher may last up to 12 months.

Eligible AI-related activities include:

  • Access to compute/cloud credits and tokens;
  • Certification and ISO compliance with relevant standards and regulations;
  • Cybersecurity services and liability insurance.

Eligible applicants

Eligible applicants must:

  • be a registered and active micro, small or medium-sized enterprise in the Republic of Serbia;
  • be majority privately owned and domestically controlled (more than 50% ownership and/or control ultimately held by Serbian citizens and/or residents);
  • be no more than 15 years old at the time of application;
  • have received less than EUR 1 million in total financing from the Innovation Fund, together with affiliated entities, including the amount requested under the AI Voucher Scheme.

Applicants are not eligible if:

  • they are affiliated with a large company or are 10% or more owned by a large company;
  • founders who are majority owners and/or control the company also control another company applying under the AI Voucher Scheme.

Target group

Micro, small and medium-sized enterprises in Serbia seeking rapid financial support to introduce or expand the use of AI technologies, improve operational efficiency, strengthen cybersecurity, or achieve compliance with internationally recognized AI and information security standards.

Application

Applications are submitted electronically through the Innovation Fund online portal.

Applicants submit:

  • Completed Application form;
  • Pro forma invoice (financial quotation) issued by the selected vendor/service provider;

Public call

The public call remains open until the available budget of EUR 1.7 million has been exhausted.

Applications may be submitted continuously until March 31, 2027, or until available funds are exhausted, whichever occurs first. Applications are reviewed on a rolling basis

Financing for the AI Voucher Scheme is provided through a joint investment of the Republic of Serbia (Ministry of Science, Technological Development and Innovation), through a World Bank loan and implementation support, and a grant contribution from the European Union. The Scheme is part of the Serbia Accelerating Innovation and Growth Entrepreneurship (SAIGE) Project, dedicated to strengthening innovative entrepreneurship and scientific research.
