Public call - Innovation incubators

In accordance with the provisions of the Law on Innovation Activities ("Official Gazette of the RS", No. 129/2021) and the provisions of the Law on Budget of the Republic of Serbia for 2024. ("RS Official Gazette" no. 92/2023) and Program of allocation and use of funds for subsidies to public non-financial companies and organizations for 2024., as part of the Government Decision RS 05 No. 401-12449/2023 dated December 25th 2023.

 

The Innovation Fund

Public Call for financing within the Program for the Formation and Development of Innovation Incubators in R&D Organizations

With the aim of establishing and increasing the capacity of innovation incubators, the Innovation Fund (hereinafter: the Fund), in cooperation with the Ministry of Science, Technological Development and Innovation, implements the Program for the Formation and Development of Innovation Incubators in R&D Organizations. The general goal of the Program is to contribute to the construction of an innovative and entrepreneurial culture within R&D organizations through the work of innovation incubators that will encourage an entrepreneurial way of thinking and the establishment of startups.

Who can apply?

An accredited R&D organization that recognized the need to establish and develop an Innovation Incubator within its organization. The list of accredited scientific research organizations is available at the link.

The applicant can submit only one application independently or in cooperation with a partner.

Amount of financing

The maximum amount of funding that the Innovation Fund can allocate per individual Innovation Incubator for one year of financing period is:

• up to 6,000,000 dinars for the establishing and development of an Innovation Incubator;

• up to 5,000,000 dinars for the further development of the Innovation Incubator.

which covers 100% of approved budget.

Allocated funding by the Fund can be used for the following categories of costs, which are related to the activities defined in the Application form:

• Human resources;

• Professional services;

• Preparation and organization of education and networking;

• Promotion;

• Other costs.

Value Added Tax (VAT) is considered as acceptable cost.

Financing period

Financing by the Fund is provided for one year (12 months) period, provided that, if the Applicant meets the set indicators and conditions, and the Fund provides additional funds, the financing period can be extended for another year (12 months).

Application documents

Complete set of documents for applying consists of:

  • Completed Application Form (in PDF);
  • Completed Budget Form;
  • A document confirming that the space with the necessary work equipment intended for the Innovation Incubator in the R&D organization is available, unencumbered and put to use in accordance with the objectives of this Program for a minimum of 24 months from the date of publication of the Public Call (in PDF format);
  • Signed partnership agreement(s) if the application is submitted with one or more partners (in PDF format).

Assesment of Applications

The application is evaluated by a three-member Commission formed by the Fund (hereinafter: "Commission"), where one member of the Commission is a representative of the Fund, and two members are representatives of the Ministry of Science, Technological Development and Innovation.

Administratively eligible Applications will be evaluated by the Commission based on the following criteria:

1. Relevance of activity proposals and compliance with program goals;

2. Contribution to the development of innovative and entrepreneurial culture within the scientific research organization;

3. The capacity of the R&D organization and team to implement activities;

4. Adequacy and feasibility of planned activities and budget.

The deadline for submitting the application is until the funds allocated for this call are spent. The amount of total available funding for this public call is 100,000,000 dinars.

In order for the Application to be considered, it must be submitted as a complete, structured package of documents, in a defined format, to the Fund's electronic address: inkubatori@inovacionifond.rs.
