Assignment Title: Technology Commercialization Firm

TheRepublicofSerbiahas received financing for a Grant from European Union Instrument for Pre-Accession (IPA), administered by the World Bank (WB) toward the cost of the Serbia Research, Innovation and Technology Transfer Project (Project) and intends to apply part of the proceeds for consulting services.

In order to stimulate commercialization of public research, this project works with the existing institutional infrastructure to enhance the technology transfer capacity and effectiveness of local institutions. A centralized Technology Transfer Facility (TTF) has been established at the Innovation Funs ( IF) to support the four existing Technology Transfer Offices (TTOs) at the Universities of Belgrade, Novi Sad, Nis and Kragujevac and other stakeholders in identifying research with commercial potential.

Objective of the Assignment

Following a preliminary analysis by the TTF team, Consultant will be invited to provide an expert evaluation of a project proposal in accordance with the evaluation criteria defined in the TTF Guidelines for Applicants, and if requested, comment on the appropriateness of the requested Commercialization Funding. The breadth of expertise needed for this process will likely cover all fields in the Sciences and Engineering, but not the pure Social Sciences and Humanities. It is expected that Consultant should have more than one commercialization expert (CE) selected and qualified in any given science and technology area, thus a pool of around 15 CEs total is envisaged. While the commercialization strategy is focused on licensing, it is expected that research collaborations and contract research for may also be part of the strategy for particular R&D projects.

Experience and Qualifications

Technology Commercialization Firm

The Consultant must possess following qualifications:

  • The Consultant shall be (1) an entity providing evaluation and commercialization services (2) with at least two contracts of a similar assignments for commercialization of innovations in the last three years, and (3) an entity with specific experience in business formation, managing innovations and technology commercialization in relevant area of expertise, preferably in North America, Western Europe and Western Balkan region.

Technology Commercialization Firm`s staff

The Consultant shall be capable to provide 3 to 5 CEs that will be leading personnel for this assignment; one of them shall be key/main person, and additional personnel of CEs who shall have same or better qualifications and experience as leading personnel in relevant areas. Relevant areas are (1) life sciences, (2) mechanical/electrical, (3) IT, (4) material science and (5) chemical engineering. In total around 15 CEs suitable for this assignment that should have the following qualifications and experience:

  • Advanced university degree in science or engineering;
  • Excellent spoken and written English language skills;
  • Hands-on experience with IP, business, sales, project evaluation, budgeting and strategic planning;
  • Experience in initiating programs in business development through market execution (i.e. like entrepreneurial, mentoring, industry-academic research collaborations);
  • Technical or scientific expertise in any of the relevant areas, from technology proof-of concept, through sales to customers;

Timing and Duration

The assignment is envisaged to start in March 2016, subject to publishing the Project Call for Proposals by the IF, and last until the expected Project closing date, January 31, 2018. The need for CEs will be continuous, and the proposal inflow is expected to be uniform during the course of the Project.

Startup Europe dolazi u Beograd

Pod okriljem Startup Europe – krovne platforme Evropske unije, u beogradskom InCentru od 1-5. februara 2016. godine održaće se Startup Europe Week – Beograd. Ovaj događaj se prvi put organizuje u Evropi u 40 zemalja i 220 gradova.

Skup je prilika da se brojni preduzetnici, startapi, predstavnici poslovnog sektora i drugi bitni akteri domaće inovacione scene nađu na jednom mestu i razgovaraju o zajedničkim temama, kao što su komercijalizacija inovacija, modeli saradnje i kreiranje uslova za otvaranje novih radnih mesta, pre svega za mlade ljude.

Cilj Statup Europe je i da se prikažu najbolje regionalne inicijative za podršku preduzenticima, informiše domaća startap zajednica o već postojećim programima pomoći, ponude  konsultacije o tome kako osnovati kompaniju i prijaviti se za donatorska sredstva, analiziraju lokalne prednosti i izazovi, i obezbedi povezivanje i umrežavanje.

Takođe, tokom Startup Europe Week – Beograd o svojim iskustvima govoriće predstavnici najuspešnijjih startap kompanija i iz Srbije.

Ambasador Finske u poseti Fondu za inovacionu delatnost

Beograd, 18. januar 2016. – “Smatram prirodnim da dođem u posetu Fondu jer smatram da su inovacije ključna stvar u svakom društvu. To je i zato što dolazim iz zemlje u kojoj se istraživanje i razvoj i inovacije smatraju jednim od najvažnijih pitanja u zajednici. Prošle godine Finska je izdvojila više sredstava iz BDP po glavi stanovnika za inovacije nego ijedna druga članica EU. Dakle, veoma je prirodno da mi tražimo saradnju u ovoj oblasti”, rekao je njegova ekselencija Perti Ikonen, ambasador Finske u Beogradu, tokom posete Fondu za inovacionu delatnost krajem prošle nedelje.

Tema sastanka sa v.d. direktorom Fonda Ivanom Rakonjcem bila je produbljivanje saradnje između Fonda i Ambasade.

Finska je vodeća zemlja Evropske unije u oblasti inovacija i sistematske podrške države tom sektoru. Ukupan budžet za naučno-istraživačku delatnost za 2015. iznosio je iznosio 2 milijarde evra, prema državnom zavodu za statistiku Finland Statistics.

“Znam da je Fond za inovacionu delatnost vrlo aktivan i da dobija sredstva od EU u saradnji sa Svetskom bankom i već u okviru tih prjekata bilo je i izvesnog učešća Finske. Dok razvijate svoj sistem, možda je dobar trenutak da se pažljivije pogleda finski ekosistem, u kojem mnogo različitih aktera učestvuje u finansiranju inovacionih aktivnosti. Glavni akter je svakako Agencija TEKES, čiji godišnji budžet iznosi oko 800 miliona evra. Većina gradova ima svoje kancelarije za inovacije koje finansiraju startap preduzeća. Univerziteti takođe imaju svoje fondove, ali mogu aplicirati i za sredstva Agencije za inovacije. Svi ovi različiti akteri rade zajedno”, rekao je Ikonen.

Od početka svog rada Fond blisko sarađuje sa srodnim intitucijama iz Finske, poput finskog inovacionog fonda SITRA i agencije za finansiranje inovacija TEKES, a istaknuti finski stručnjak u oblasti finansiranja inovacija Risto Kalske član je Eksperske komisije Fonda.

Prošle godine Ministarstvo spoljnih poslova Finske i Fond za inovacionu delatnost zajedno su organizovali prvo lokalno takmičenje domaćih startap kompanija u oblasti društvenih inovacija i obezbedili učešće pobednika na globalnoj konferenciji o inovacijama u Helsinkiju.  Ambasador Ikonen je izrazio nadu da će biti prilike da se ova saradnja nastavi.

„Zahvalni smo Ambasadoru Ikonenu na dosadašnjoj podršci našem radu i otvorenosti za nove zajedničke projekte. Fond želi da uči od najboljih i da ta znanja primenjuje u Srbiji“, rekao je Rakonjac.

Posle upravko završenog Projekta podrške inovacijama u Srbiji, koji je finansirala Evropska unija sa 8,4 miliona evra iz pretpristupnih fondova, a koji je sproveden u saradnji sa Svetskom bankom, Fondu je poverena realizacija Projekta podrške istraživanju, inovacijama i tranferu tehnologija, u vrednosti od EUR 6,9 miliona iz pretpristupnih fonda EU.

Objective of the Assignment

The Technology Transfer Facility (TTF) will provide commercialization advice services and access to a commercialization fund for improving technological readiness of R&D projects. It is envisaged that a portion of R&D projects disclosed to the TTF will be eligible to receive financial support. In order to support the TTF objectives, monetizing inventions and gaining commercialization skills, the IF needs to engage a consulting firm (Consultant) that will assist with various aspects of law, by acting in accordance with the local regulation and best international practice.

Experience and Qualifications

The Consultant must possess following qualifications:

• The Consultant shall be an entity providing legal services, registered in the Republic of Serbia, with at least two contracts of a similar complexity in the last three years;

• The Consultant shall be capable to provide 4 key staff (all passed bar exam, at least one with general legal experience of minimum 15 years) with adequate qualifications for this contract (qualifications of key personnel will be jointly taken into consideration i.e. qualifications of key personnel as a group will be evaluated) as follows:

- at least 3 years of experience in the Republic of Serbia providing legal support in early stages of institutional development in the relevant field,

- at least 4 years of experience in intellectual property according to Serbian law,

- at least 4 years of experience in data protection and Internet law according to the Serbian law and best European practices,

- at least 5 years of experience in corporate law according to Serbian law and best international practices,

- at least 3 years of experience in employment according to Serbian law and best international practices,

- at least 5 years of experience in dispute resolution according to Serbian law.

• The Consultant must be insured from professional liability.

Timing and Duration

The Consultant can expect to be engaged up to 90 days over a period of approximately 2 years until the closing date of the Project which is January 31, 2018. The assignment is envisaged to start in January/February 2016.

The IF now invites eligible Legal Advisory Firms to indicate their interest in providing the services.

The Legal Advisory Firm  will be selected  in accordance with the procedures set out in the World Bank’s  Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014.

Projekat podrške inovacijama u Srbiji postavio čvrste temelje institucionalnoj podršci inovacijama

Beograd, 11. decembar 2015 –  Četvorogodišnji Program podrške inovacijama u Srbiji zatvara se ovog meseca, ali njegovi korisnici – domaći preduzetnici i njihove inovacije – već su postali sastavni deo inovacionog ekosistema Srbije i efektivno doprinose razvoju njene nove inovativne ekonomije.

To je neposredno nasleđe ovog uspešnog pilot projekta, inače prvog zajedničkog napora Vlade Srbije, Delegacije Evropske unije i Svetske banke da se razviju instrumenti i programi za unapređenje inovativnih kompanija u našoj zemlji i uspostavi trajna institucionalna infrastruktura ključna za razvoj visokotehnološkog društva zasnovanog na znanju.

Od 2011. godine Fond za inovacionu delatnost sprovodi Projekat podrške inovacijama u Srbiji, koji finansira Evropska unija sa 8,4 miliona evra iz pretpristupnih fondova, a koji se sprovodi u saradnji sa Svetskom bankom.

Mlade inovativne kompanije i već postojeća preduzeća podržana su u okviru ovog projekta kroz Program ranog razvoja i Program sufinansiranja inovacija, dizajnirane tako da obezbede sredstva za projekte tokom faze istraživanja i razvoja.

Kroz četiri javna poziva za finansiranje u okviru Programa ranog razvoja, i tri javna poziva u okviru Programa sufinansiranja inovacija, Fond je primio gotovo 500 predloga inovativnih projekata iz svih delova Srbije, uglavnom iz visokotehnoloških oblasti kao što su informaciono-komunikacione tehnologije, energetska efikasnost i nanotehnologije, ali i iz tradicionalnijih industrija poput prehrambene, poljoprivredne, mašinske i elektroindustrije.

Sedamnaest kompanija ostvarilo je prihod od prodaje ili davanja u zakup svojih inovativnih proizvoda, devet je uspostavilo međunarodnu saradnju, dok su dve kompanije osigurale distributera za američko tržište. U cilju zaštite svoje intelektualne svojine, kompanije su podnele 26 međunarodnih patentnih prijava, odnosno 33 na nacionalnom nivou, zajedno sa deset prijava za priznanje žiga i šest zahteva za deponovanje autorskih dela. Osamnaest kompanija uspostavilo je nove poslovne operacije ili partnerstva.

Godišnji prihod kompanija koje su dobile podršku za tri godine porastao je sa 6,21 miliona evra na 10,09 miliona evra – što je rast od 60 odsto. Izvoz je znatno uvećan – sa 0,59 na 3,1 miliona evra.

Broj zaposlenih u kompanijama čije je projekte podržao Fond za inovacionu delatnost porastao je sa 156 na kraju 2011. na 432 na kraju 2014. Naročito velik rast prihoda zabeležen je u novim kompanijama koje su dobile finansijsku pomoć u okviru Programa ranog razvoja – od 0,5 do 3,45 miliona evra, porast izvoza od 0,12 do 1,55 miliona evra, a otvoreno je 231 novo radno mesto u periodu od tri godine.

 “Želeo bih da čestitam Fondu za inovacionu delatnost i Ministarstvu prosvete, nauke i tehnološkog razvoja na uspešnoj realizaciji Projekta podrške inovacijama u Srbiji koji je EU finansirala sa 8,4 miliona evra. Ovaj projekat je postavio nove standarde u korišćenju sredstava Evropske unije za jačanje inovacija, istraživanja i razvoja. Nadamo se da će Vlada Srbije nastaviti da podržava Fond i poslovnu i istraživačku zajednicu, omogućavajući im da postanu još konkurentniji, ostvare ekonomski rast i otvore nova radna mesta u zemlji”, kaže Majkl Devenport, šef Delegacije Evropske unije u Srbiji.

Zasebna komponenta Projekta podrške inovacijama u Srbiji imala je za cilj podsticanje odabranih naučno-istraživačkih instituta da se uključe u transfer tehnologije i komercijalizaciju, i pružanje pomoći u formulisanju reformske politike sektora.

 “Sarađujući sa istraživačkim sektorom, tim Svetske banke se uverio da u istraživačkoj zajednici raste interesovanje za unapređenje institucionalnih procesa u oblasti istraživanja i razvoja, i uvećanje mogućnosti inoviranja i transfera tehnologije iz istraživačkih instituta na tržište.

Pilot projekat podrške inovacijama u Srbiji pokazao se uspešnim. Međunarodna praksa i iskustvo nas uče da će stalna dugoročna posvećenost vlasti u Srbiji – uključujući i finansiranje –  i dugoročna podrška zainteresovanih grupa iz akademskog i privatnog sektora biti ključni za kontinuiran razvoj srpske privrede zasnovane na znanju”, kaže Toni Verheijen, šef Kancelarije Svetske banke u Srbiji.

Zahvaljujući uspehu Projekta podrške inovacijama u Srbiji, Fondu za inovacionu delatnost povereno je sprovođenje novog zajedničkog projekta Ministarstva prosvete, nauke i tehnološkog razvoja, Evropske unije i Svetske banke – Projekta podrške istraživanju, inovacijama i transferu tehnologije u Srbiji, čiji je cilj dalji razvoj inovacija i uspostavljanje sistema transfera tehnologije iz akademske zajednice ka privatnom sektoru.
